it is all up to capcom in this case. Whatever they decide we will be the ones who will face the facts. I personally think it will be cross-platform. Simply because there is demand in all corners. If they would be smart they will spend a good amount of time on every version to make them somewhat different so every version is worth your time and especially your money!
