You don't really know that. Sega canned a ton of projects back in 2012 during their restructuring, and Bayonetta 2 was one of them. They decided to only focus on Sonic, Aliens, Total War, and Football Manager for now because those are the products that can generate a decent profit for them. They're not exactly on top of the world right now if they abandoned pretty much all of their other projects.
Also, good luck trying to get a game with a $15-20 million budget crowdfunded.
