Shulk, Palutena, Ike, Little Mac, Marth, and Lucina I think are the only ones that can.  Countering can be useful, but it's really riskuy.  Usually not worth it unless you have a very strong read.

Greninja and Lucario also has a counter.  Some of the characters counters are better than others.  Marth probably has the strongest counter, but I didn't really check.

edit:  I should probably have added the context that the reason it sucks is because of playing in multiplayer battles by yourself (like against CPUs), it's very common to have more than one character capable of countering.  CPUs are notoriously good at dodging and pulling off counters.
