I finally got it to download simply by disabling, "turn off console due to inactivity."

Generally this doesn't affect my downloads unless I have "Instant On" disabled.

As I suspected, this must be a bug affecting some consoles.

So I purchased the Halo:MCC digital pre-order. However, it keeps getting stuck at 4% or 31%. I'm using the chat support to find a solution because nothing I've seen online is working for me.
