I love how you say "how would you know". How would you know? It goes both ways you know. My logic is sound. You can't deny it since you dont know and legend of Korra is a small game. The thing here is we have no idea how they are shuffling their resources internally in terms of programming, but we can tell what is announced with are producers and directors.

The Legend of Korra is a smaller game but that doesn't mean it can't take an appreciable amount of staff.

What we do know is that Platinum Games was recently fully occupied by games other than Scalebound. A Microsoft funded AAA game often has a staff of around 200 people so it's pretty obvious that what was even left of Platinum Games at the time was too small to take on a big project such as Scalebound ...
