I just blame Smartphone games. There is little to help and revive the market, unless a new "R.O.B affect" happens in Japan and millions of people would go back to home console games.
But really, Nintendo should strive to make the Vita doomed in Japan too. Practically make it seem useless as 3DS would get far more games that appeal to Japan and the 1st parties too.
It would give space for 3DS, I mean, New 3DS.
