I think PS4's already at 12m (as of 04/10/14), the next few months to the end of the year are gonna be really good, 18 million by the end of this year is going to be easy IMO.
In Wazowski's Holiday sales prediction thread I had PS4 as selling 7.3 million from the beginning of this month, through to the end of this year, so I think well over 19 mil could be achievable by December 31st if PS4 has hit 12m by 04/10/14.
