I think the PS4 is already at 12M, it should easily sell 4M until January 1st, so 16M is the bare minimum. The best scenario would be around 20M, and I'm betting on around 18M by January 1st 2015.
Though one thing to keep in mind is supply issues, I don't know how much is Sony prepared to manufacture and ship.
