Anyone who says GTAV on next gen won't be big because people already own it on last gen consoles, do not know GTA as a series.
Yes there will be a lot that don't buy it, but considering its shipped what 30m at least, you have to say its one of the biggest game franchises in the world... and people will want to experience it again on next gen.
Not only that, if you look at charts from time to time, Rockstar games do have a habit of staying around and popping back into the charts. It's one of those games that people will continue to buy over a long period of time.
It will push next gen, especially if the rumours are true about new content.
