If we have two versions of the same game, one is 1080p and 60fps and the other is 720p 30 fps, and they release in two or more platforms, all versions are usually sold at the same price. If that happens, the weaker version is more profitable to the company, because they are getting the same money from a version that didn't take as many resources as the superior version. I know there are a lot of different cases (remakes, ports...), and the versions can sell very diferent numbers, but still.
The one having the problem is the console manufacturer. If Sony doesn't do anything to incentive devs to use their machine at its fullest, this is going to be the norm, because finantially it makes sense. And if that happens, the only games using the hardwaer at its maximum will be the exclusives.
