Even if those numbers are correct (which I have my doubts about them) 3DS has a larger userbase than Vita, meaning 3DS at some point did sell well and vita never got those numbers. 3ds may be selling like crap now, but unlike Vita It had a moment when it didn't.

Vita is -sadly- a failure. And sony did nothing to turn things around

I think the new 3DS will change that around, especially in Japan. It sold 230,000 in it's first couple of days in JAPAN

MRKs the numbers came from both Sony and Nintendo's financial statements.  You seriously think Sony's lying about how many consoles they shipped?  Hell not even Microsoft lied about their shipping numbers after stating they sold more than they shipped (Seriously Mattrick, what kind of an idiot are you to say that at E3?) there's a lot of things to consider.  3DS sold well at the beginning due to a price cut and the different mobile climate.  The Vita came out a year later with a lot of misconceptions.  Misconceptions on the gamer side, and Sony's side.  Sony thought that there was a fanbase with people who buy tablets, etc.  Gamers STILL think the Vita has no games, despite having as much if not more higher rated titles, plus having a higher volume of titles.  These misconceptions are why the Vita hasn't had a great selling period like the 3DS.  Though, let's look at the now though.  The market changed.  3DS won't reach the GBA numbers, nor will they reach the PSP numbers.  Why not?  Because the handheld market changed.  It started changing at the Vita's launch and everything has taken effect a year or so ago.  As far as Sony did nothing to turn it around?  That's a bunch of horse shit.  Think getting Call of Duty, Assassin's Creed and Borderlands on the Vita was cheap?  They ported very well received PS2 games there.  PS3 Cross play titles.  They created titles from the ground up, titles which were more costly than the rehashes Nintendo threw together for the 3DS.  Hell higher selling 3DS titles were nothing but sequels (The rehashes). Vita had pretty good early marketing as well.  I wouldn't be surprised if Sony thew half a billion dollars at the Vita to see nothing back from it. Why should Sony pump half a billion more into the thing?.  I'll also be so bold to say that Sony put more into the Vita than Nintendo put into the 3DS.

ExplodingBlock, look at that bolded very carefully.  Japan would also have bought 230,000 updated Vitas if Sony would want to invest money into one (As mentioned above, would be wasted money).  Besides Japan is the only hold out for handheld gaming.  3DS and Vita numbers outside Japan are atrocious and this new handheld won't change that.
