That is why changing this part "to make it work on the gamepad" will need a mayor change on the gameplay, many situations were designed based on the option to hack with just 1 button, adjusting them to give time to the player to actually hack on the gamepad is a big change, also it will remove the possibility of remote-play and using the pro controller. Would it be worth it? maybe, maybe not and that is what I think they tested as an integration option and finally rule it out, most likely for the big amount of changes required or that it felt boring after the first few times.
