I think if it was a highly advertised side scrolling XBLA exclusive, it would more than make its money back and then some. A lot of gamers who play Killer Instinct (Generally the ones between 24-30+) and the fighters are older gamers who would relish the moment of a Killer Instinct/ Battletoads 80's/90's reunion in any way shape or form. It would also introduce newer gamers to an older face. They could also show the devs who made the last Ninja turtles how to make the game properly (not Microsoft). MS seems to be good at picking out third party to make the games for them than developing themselves.

It could work out, could be like Shadow Complex or Castle Crashers on the 360 (only 2D side scrollers from last gen XBLA I can remember that was highly advertised), but I don't see it happening.

Exactly! MS is going to really need to differentiate XBLA from PSN this gen because Sony is really on a roll right now with the indy devs. Much like Nintendo is using exclusives to differentiate themselves, MS needs to invest in exclusives for XBLA as well. SInce they seem to be afraid of internally creatig new IP's this could be a real opportunity. Look at Scott Pilgrim! That game sold great for a low budget title!  Shadow Complex was awesome and led the way for other indy metroidvania style side scrollers to be made.
