Using a DNS in an alternative territory is not illegal. In fact, its perfectly legal and encouraged by Netflix.

Its one of the fundamental rights of the Internet, to utilise services no matter where they are, which is mainly a fault prevention scheme

Netflix allows it because it helps them, but faking your location to gain access to other services is definitely illegal. I'm no lawyer (and I actively do it), but I'm pretty convinced it's illegal

Nope, I have studied this quite extensively at University, and accessing geographically restricted content from another region using a DNS is not illegal.

It might be breaching the terms of use of the particular service you are accessing but in the eyes of the law it is perfectly legal.
