Well The Witcher does have one main advantage over TES games. And that is that CDPR actually have competent writers. There are side quests in TW2 that are better written than 99% of the writing in Skyrim. The Witcher 3 also has a character driven main story which is the main draw of the game so if the open world stuff is boring there will be lots of content for you to enjoy along the main quest line (unlike Skyrim with it's pathetic main quest lines) that branches due to your decisions that are far more complex than a silly binary good/evil choice.

And on the whole TW3's world seems a lot more dynamic and interesting than Skyrim's. Just look at this presentation

Something as simple as running into a bunch of random slave trading bandits can have long reaching consiquences according to how you handle things or have handled related things in the past. Now if this simple random encounter has that much branching. Imagine what the actual real quest chains are like. Skyrim looks very shallow in comparison.
