@KLAMarine. It depends on the game and what it's trying to achieve.

The review actually has a lot of positive things to say about the story and characters:

"You get your fair share of cheesy characters and sight gags, particularly in the humorous opening moments..."

"Things get a little more tense as the battle to save the earth rolls on, but the game never takes itself too seriously, punctuating its deeper moments with sarcastic quips from Bayonetta, who... remains one of the most charismatic and powerful heroines in the medium."

"The story stitching it all together is utter nonsense, but fittingly so, because its absurdity serves as way to push you into ever more outlandish battles."

Chessy characters, doesn't take itself seriously and utter nonsense... How exactly did you get these as positive?

It is undoubtedly meant in a positive way, in fact you hit the nail on the head earlier (bolded).

Cheesy characters are positive because they are humorous. It's not that it doesn't take itself seriously; it doesn't take itself TOO seriously, by definition a positive comment (saying something takes itself too seriously is without doubt a criticism). And the "Utter nonsense" is "fitting." It's appropriate considering the setting and tone of the game. It's all in the context.
