I'm not saying that its 100% for the sim gameplay, but that is the PRIMARY draw to these games. Licensed cars are obviously required, or else what would you base your car model on?
Also, the improvement in Veyron from one iteration to the next, as you indicated, is pretty small so it wouldn't cause people to buy these games in droves. Yeah, licensed cars are indeed a draw to these games, but there is more to these games selling well than just licensed cars.
