Well, I usually relate "underrated" to reviews and scores. Maybe because it's not my native language...
Something is underrated by consumers/critics, not underrated as such. That leads to confusion.
So, a game with high critical acclaim can be underrated if the mass market ignores it? Good to know.
But weren't the sales of NFL 2K5 good and EA signed a exclusivity deal to kill the competition? And I still hear on forums that the 2K series was much better.
