Sales of course. Scores don't matter to developers as long as sales are blossoming. Do you seriously think Activision cares about the scores COD has gotten so far? It's all about what they have/can earn from the franchise.
We do care about these scores though, even though they're not the whole story. Games like Demon's Souls that resulted in the birth of a franchise, and maybe 2 after Bloodborne, received a lot of bashing in the beginning before it achieved the cult status it now has. Hell even Yoshida didn't think much of it, he was sorry in hindsight though
