I'd argue Mario Galaxy and Metroid Prime had great art stytles but didn't look technically demanding. Zelda Skyword Sword is a better example of a technically demanding game and probably why it stayed at 30 fps.
The Forza developers (Turn 10) said their goal is 1080p and 60 fps. How far they can push graphics is secondary. I think that's Nintendo's objective in many cases as well. But clearly they aren't opposed to sacrificing 60 fps if they really want to push visuals.
Forza 5 still looks great, but they obviously held back for 1080p/60 fps. But I'm curious why Hyrule Warriors runs at 30 fps. That should be 60 fps even on PS360 specs.
