And you do? Are you someone high up in EA's power ladder? Do you have super secret spy technology to spy on all these unsavory deals going on behind closed doors in the industry? There is no such implication in what he said. You're just reading what you choose to believe into it. All he's saying is that the sales they expect GTA V would get on Wii U are not worth the time, effort and money that making the port would require.

Publishers release games on their consoles because they want those millions and millions and millions of sales. They don't need any more incentives than that, and they won't risk missing out on those millions and millions and millions of sales just because one of the two didn't fall for their extortion, especially since if neiter one falls for it, they either don't release it and let all the money they invested in the game go to waste, or they release it on both consoles anyway and lose their power over the two, since now they know they can just not pay the publishers and still have the game come out on their console.
