You unlock it by playing a lot in Brawl mode.

It gives you fun options like turing off percentages*, turning on score keeping, stock timer...etc.

 

*Turning off percentages confused Naznatips so much when I first did it to him.

It's a hell of a lot funner with them turned off like that. I hated it at first, but now I love it.
