Nah, not really. It was Sega's poor choices that killed their HW division. Releasing a bunch of add-ons to extend the life of the Genesis, none that really sold well, was a poor decision. Then, they tried to surprise launch the Saturn to beat Sony to market, which pissed off stores and 3rd party developers who weren't prepared. The Dreamcast could have been a turn around point, but it was really too late by then, as some of the people who were pissed off the previous gen were still angry at Sega and continued to not fully support them.
