Yes.

It's not at all clear if that's how they'll be used. In Smash, they work more like memory cards than like DLC codes.

But they're main duty is to unlock stuff. So DLC. The memory card thing is another option.

We don't know that yet. Until we know, don't spread lies please. So far, we know it acts as a memory card, that's it.
