I think so, too. Resonance of Fate is a good example of what I look for. It definitely wasn't without its problems, but the vignette style story-telling, the wacky writing, the somber piano pieces, the doll-like characters and muted color palette, the fussy battle system, playing dress up... it all created an indelible experience I'll remember far more vividly years from now than I will much "better" games from the last generation.
