Just to get something clear here, if a game is cpu bottlenecked that indeed can limit the fps. But if a faster gpu is introduced that same game will still be able to run at a higher resolution with the same fps. I was a fanatic rig builder and tester for many years and the story of a lower resolution because of the limitations of a cpu is just complete nonesence.
That said the jump from 900p to 1080p only causes a hit on performance of less than 20%, the gap in gpu power between x1 and ps4 is atleast double that(and that's not counting in difference in memory bandwidth).
The bottom line is, either the PS4 version has to have significantly better graphics quality or Ubisoft are lying and limiting the PS4 version to X1.
