You mean it promotes it in-game?

No. It promotes it in the sense that its limitations, as a result of being on a handheld, can't be overlooked by most gamers. The 3DS version is meant to complement the Wii U version (as suggested by Reggie who said he'll use it to practice smash while away from home), not serve as an alternative.
