I think the game gets too much hate for it's voice acting and cutscenes, though I agree with your other faults.

For the voice acting they did get all of the original voice actors to come back, Hayter even taking a pay cut to budget in their return.  And while some didn't like the changes they made with characters (like Mei Ling missing her heavy accent) they did use the same interpretation of Mei Ling's voice from Twin Snakes again for MGS4 (since she was born in America).

As for the cutscenes, some people like to think of Twin Snakes as a retelling of the events of MGS through the eyes of Otacon.  The exaggeration being part of his enthusiasm and admiration of Snake.  Overall you have to think of the Twin Snakes as a different entity than the original because it wasn't meant to be a carbon copy graphical upgrade of MGS.  Plus Kojima wanted it to be different, that's the reason he chose Kitamura to do the cinematics in the first place.
