Sure sounds like gimping to me. This is like that time in school when the teacher punished the whole class because of one kid acting out. It's not exactly fair to everyone. If Ubisoft was just lazy then I wouldn't care. I don't expect much from them anyways. But that quote reads like they forced parity just to avoid internet drama. 

Could it not also be interpreted as they wanted to avoid internal debates about just how much time they would spend on the PS4 version and just how far they would take?
