It is a bussiness decision (that I really hate). FIFA games are very popular on Europe and Latin America, in the first zone the Wii U is not very popular and in the second one many have not moved to the new generation. So taking into account the install base and effort required for the ports, it is better for them to generate a Wii port, marking it as a "Legacy Edition" which is actually just a rooster update and charge 40 U$ for it (on Wii).

They could do a Legacy Edition for the Wii U and they would have to offer at least online play, but it will be more expensive to create and maintain, and the sales would not be great as the current Wii U owner is very picky on their games.
