There is no "parity clause"..  You aren't even making sense..    And again.. the developer spoke of CPU issues(with both consoles as their CPU is identical, with the X1 having a little more speed)..  this doesn't just relate to FPS.. it also relates to resolution when it comes to AI on the screen..

 

So.. yeah.. anyway.. 

 

If hardware is the only reason, then the developers are incompetent (not that we didn't know Ubisoft wasn't already). There are going to be better looking games with more AI, effects, higher resolution, fps, etc. on the same hardware. Don't blame the hardware for the developers inability to optimize.
