I'm not exactly so sure about after having seeing gameplay for Forza Horizon 2 ... There's a lot more freestyle driving gameplay mechanics compared to Driveclub. With Forza Horizon the devs aim is to make the game chaotic as possible compared to Driveclub asking for more order in it's gameplay. 

Driveclub is much closer to PGR in terms of it's hybrid sim/arcade racing design philosophy than Forza Horizon is ... 


Driveclub has no kinda point system so nothing like kudos which is pretty much present in all racing games ever created by Bizzare Creations starting with Metropolis Street Racer and a key feature of every PGR game.  Horizon has a point system and its pretty much like the kudos system in PGR.  The freestyle driving in Horizon pretty much only comes to play in the free roam or some of the online modes like infected mode in the actual races its about clean racing and pulling of strings of skill points (kudos).  Also DriveClub is not a hybrid sim racer since none of the cars are tuneable or upgradable.
