To be honest, I agree that the safety car should have been thrown out earlier. But then again, I also think the race should have started at say 1 rather than 3, and perhaps even the race should have restarted after the red flag sooner, then perhaps this wouldn't have happened.
But on the flipside this is what you call a "freak accident". Had that tyre hit Max Chilton in Britain, for example, or the spring which hit Massa in '09. It's just really bad luck.
