Any console can live on first-party games alone, what matters is how much they are able to sell with that. Clearly the Wii U hasn't been able to survive off first-party games alone. It had many third-party games in its early life when its sales were the highest. That indicates that it needs third-parties to sell.

Any console can, but few manufacturers are able to pull it off. Nintendo is the rare exception in the industry today. That fact is backed with numbers which I can provide if need be. The Wii sold a lot of Nintendo software, and would have been able to sell massively mostly on 1st party alone.

The WiiU has floundered even in 1st party sales, but it floundering still offers solid SW sales mostly on a 1st party level such that the leading competitor (PS4) took a while to outpace the U's SW sales despite having major 3rd party support.

That really shows Nintendo's strength as a 1st party publisher.

When most Of Wii U's software has been highly-rated exclusive games from major franchises for 2 years, while PS4's software has primarily been late ports/multiplats on 4 other platforms or a few B-rate AAA games from Sony's first-party for just a year the number seems far more impressive for the PS4. Next year will be when we can actually compare PS4 and Wii U's software portflio, and only at that time will the numbers be more indicative of anything.
