I can honestly say I never understood the weapon system in FF13, or to say I never used it that much. It's simple touches but I do not think I swapped Lightning's weapon ever, just upgraded it and even then I didn't really understand if it was helping. No placing status effects on it, just upgrading. The entire game only 1 weapons for Lightning. Was kind of dull.
But on another point you raised, the FF13 characters did have charactisation, quite a lot of it really but it was all the same characterisation. Angst Teen.
