Yeah its sucks. A lot of them you get for free if you pre-order (which you can still do, thanks to early reviews).

But I agree it shouldn't happen.

whats the prices like on your locals xbox live stores? cuase on mine i got the vip pass for horzion 2 for $15 instead of $25 and the car pass is $34 compared to forza 5 which is still $70 or more never touched that, might get the car pass though as get heaps of cars for that price. 

Well the car pass for Horizon 2 only has 31 cars in it six car packs with five cars each and one bonus car the 2010 Noble M600.  The car pass for Forza 5 was a much better deal even though it was twice as much and didn't contain a bonus car it almost had 100 cars, it includes the 8 monthly packs with ten cars each and the three track packs with five cars each.
