That sounds exactly the same as here in the UK. An R4 cart costs around £30 and micro SD cards can be slotted in with around 40 games fitting on a 2gb card. Roms can be downloaded from torrent sites so all people are paying for is the R4 cart plus micro SD cards if they don't already own them. It's not just a Far Eastern or third world thing.
