That's not true; they have done some licensed games, but for many of their titles they invest a great deal of effort in pushing the hardware, even building their own proprietary tools. They just finished building a new engine which powers their newest games, Art of Balance Wii U and FAST Racing Neo. Shovelware devs don't do that.

No, but Shovelware Devs who are supported, nurtured and guaranteed by Nintendo might.
