The stream's description is translated in English. Here's the interesting thing: the translated page calls it Fatal Frame: Oracle of the Sodden Raven, which is definitely not a literal translation of the Japanese name at all. Also, why would they translate the stream's page at all?

While it's not certain that the game is getting localized, as another GAF user has pointed out that NicoNico translates streams every once in a while and this is not an official announcement by any means, this gives at least a glimmer of hope that it will get localized eventually.
