That's the problem with MS's studios. They're largely unproven with very shallow resumes. We all saw how Halo 4 was a step down from previous iterations. Gears Judgement was a huge step down and there's a lot of pressure on Blacktusk to resurrect that quality of the Gears before Judgement. Even if they manage to bring back the quality of existing franchises, they need to diversify. People don't want to just be playing the same thing.

Also, we don't know if these devs can be actual good game developers until they do other stuff outside of Halo and Gears. It's easy to build off of an existing story. However, try to make your own original story with your own characters, setting, gameplay mechanics, etc. It's a lot more difficult. You don't want your game to just be another "Insert title here". Otherwise, it'll just fall in obscurity.

Halo 4 is not a step down, great game. Destiny was a step down.

People do want to keep playing the same thing. Which is why established IPs keep selling well and people buy new IPs that are like old IPs.

If its easy to build off an existing IP, then why have so many IPs gotten shitty? I'd argue creating new IPs is just as difficult as keeping an old IP interesting. Like I said before, Sony is a company that has struggled to keep many of its IPs interesting.
