Why isn't Nintendo playing a stronger Virtual Console card?

Well they should. I have tried some N64 VC games on the Wii and they just don't feel the same with the classic controller. They were really designed for the N64 controller in mind.

A easier thing Nintendo could do is just release an adapter for all the controllers.

Not many people will have an N64/SNES/NEW controller lying around. 

No, but it's a option. Just like how we can still use the GC controller now.
