We don't know the circumstances though. Versus full production began in September 2011, and then SE announced the company will use its resources to finish XIV: a Realm Reborn . Why Versus production didn't begin before 2011 ? we simply don't know. but SE made A LOT of bad decisions in the period. Also, finishing XIII saga was clearly A priority over Versus / XV. So...
