US uses a 1-10 scales where F (FAIL) means 1-6.
It is like that:
1 = F
2 = F
3 = F
4 = F
5 = F
6 = F
7 = D
8 = C
9 = B
10 = A
It is a unproportional scale... in fact they use a 1-5 scale using a 1-10 scale... you have this scale:
1 = F
2 = D
3 = C
4 = B
5 = A
But they says 1-6 is F and after that you have the the scores right... so no score will give you less than 6 in US grade that means FAIL. If you look at the Numeric Grade they translate to 0, 1, 2, 3 and 4 (the same than 1, 2, 3, 4 and 5).
The review score is a proportional scale.
That is why some US guys thinks 7-8 is average... because their scale starts on 6.

That what @Vena can't understand but it is the education system in US that didn't explain that to them... so I don't blame him.
BTW the review scale is not exam where you need to make over 59% of it to pass.
