You really should read what I wrote: Review operate on a 0/10 system in DECIMAL scale. 8.1 is the same as 81, so long as the scale is adjusted. It literally means the same thing. Reviews do not give INTEGER results only, they work in fractionals. So whether or not you work in set 10 or set 100, it makes no difference because they literally mean the same thing. A 7.7/10 is the same as a 77/100, neither is an 8/10. 41/37 of over 8, when the subsequent 37 have so much lower weight that bring the overall biased sum down to below 8, tells you far more than there being more 8s than sub-8s.
