Nintendo will never "fix" their software output. Some of those "2015" games will inevitably be altered or delayed. But, you know what? That's okay! When they do release games, some of them are amazing, and they make me want to go out and spend $60. Not many things cause me to want to do that.
The reality is, they just don't have the resources to pump out new games every eight weeks all year round. Which, in comparison to Sony and Microsoft, I still say Nintendo actually releases more first party titles than they do. I don't actually have hard numbers, but Nintendo just gets a bad rap due to the lack of cooperation from third parties.
Perhaps some day a unified Nintendo device will make it so you can play handheld and home console games on the same device, and there is no need for separate software and software teams.
