No. Are they fully taking advantage of just how much more powerful the PS4 is? Probably not, and if you know anything about game dev then you would know why. Because devs aren't using that power difference to the fullest doesn't mean its not there. And you take on performance boost with optimization and better tools; what I find funny about everyone that says stuf like that is how they conveninently forget that said optimization can also be done on the PS4. And the difference isn't just in the number of teraflops in the GPU. The PS4's GPU has twice the fillrate and 4x the GPGPU compute queues.
