There are always going to be droughts. Nintendo doesn't have the capacity to consistently create multiple games in a month.
Re unified development I can't see this being anything other than an awful dead end. The handheld market has been decimated and continues to drop remarkably, while the market has spoken very loudly and clearly about what they think of Nintendo home consoles. Pushing the two closer together is totally missing the point about why neither is selling very well.
