Majora's Mask isn't happening on Wii U. They're not releasing a remake of another Zelda game in the same year they're releasing a new mainline Zelda. On top of that the engine for OoT already is there for the 3DS, making it for the 3DS makes 100x more sense.
3DS is going to need some games next year too right now it's release schedule looks quite barren.
Super Mario Galaxy 1 + 2 HD or Mario 3D All-Stars (Mario 64, Mario Sunshine, SMG 1 + 2) would be awesome and is far more likely.
