From your point of vision, there's a chance. Square is trying to expand the userbase to every possible device. FF Agito+ coming to Vita, in addition to iOS and Android versions, Type-0 HD on PS4/Xone and FF XIII on PCs/smartphones.
I would like to know more about gaming streaming, how it works. A game so beautiful as FF XV would need a very good connection, right?
However... PS4 sales will be great on Japan, VERY GREAT. We just need to wait Dragon Quest Heroes and cia to see the results. That's why I don't think there's a reason to invest on servers just to stream FFXV for Japan... FFXV is not a niche game like DQX, they want global success, and PS Now/other streamers are not successful right now for being pricey.
