I really doubt it's about competence either. Nintendo has made a game in about 75% of the genres and they do all of them very well. I'd say it's that they don't want to make a Halo or Cod. Their making a shooter, it's more about the potential audience. Their mindset is, hey it's rated E so 7-9 year olds can play it along with everyone else. They don't notice that it really works the opposite way. everyone plays M games and these "hardcore" teenagers-adults won't play anything beneath it. I doubt it's the same way in Japan so I can see why they don't understand it.
